Last summer, Twitter added an audio recording option for people to use in tweets. It had mixed success, but eventually faded. Committed to the idea of audio chat rooms on social media (see Twitter Space tool development), Twitter is tweaking this concept.
According to SocialMediaToday.com, Twitter wants to bring back audio messaging but for DMs.

A key benefit of adding voice recordings is that it opens Twitter up to more people of varying capacity, and in this respect, audio tweets have definitely added more ways for vision-impaired users to engage with Tweet content."
